The CBIC (Central Board of Indirect Taxes and Customs) has come up with an initiative to secure all the communications including emails and messages sent to the registered taxpayers and other concerned persons by any office of the department across the country.

The CBIC likewise said any communication to registered taxpayers which does not carry the digitally generated DIN and is not enclosed by the exceptions "shall be considered as invalid" and considered to have "never been issued".

The system of generation and quoting of DIN has been accomplished with a view to dragging technology for greater accountability and transparency in communications with the trade, taxpayers and other concerned persons.

DIN stands for document identification number. DIN in GST is a 19-digit unique number that is generated digitally in an alphanumeric code and is to be generated for all the communication sent by the offices of CBIC to the registered taxpayer.  

DIN is a unique number that will be mandatorily labeled with each record or documents issued by the government CBDT and CBIC. From now, manual document generation is not allowed for tax purposes.

Probably, it will create a digital directory and keep up a proper audit route of all the communications about assessment, offers, orders, exemptions, inquiry, investigation, examination, confirmation of data, penalty, prosecution, and rectification issued.

By issuing document identification number all the documents are in full public view and from now it will prevent tax officials from harass questionable ‘show cause notices’ and ‘charge sheets’.

Taxpayers might from now will verify all the documents online as each document is stated with a proper number which is DIN. The details of the sender, the document date, the purpose of sending the following document will all be available online. Registered taxpayers will be able to track the documents online and hold the officials’ liable if any communication remains unanswered.

DIN Contains the following components:

  • YYYY stands for the year in which DIN is generated
  • MM stands for the month in which DIN is generated
  • ZCDR stands for the zone commissionerate division range code
  • NNNN stands for alpha-numeric randomly generated code

Usually, it happens that notices or summons are given through non-official email IDs. Execution of DIN guarantees the credibility of such notices and protects a taxpayer from pointless provocation. So, it is important for a taxpayer to confirm the document identification number before reacting to any notice.

What is the requirement to implement DIN?

Register taxpayers should enjoy some benefits from a document identification number on any communication from the GST department. DIN is getting enforced to keep the objective of government like transparency and accountability. Through DIN, the system will make an advance agenda for keeping proper audit trails of all communications. Considerably, it will give the recipient of communication a digital facility to decide genuineness of communication.

Consequences of a notice which is not having DIN

Having DIN is a compulsory requirement for all communications held with the taxpayer. Any such communication gave without document identification number holds no effectiveness. They are treated invalid to the extent that they were never issued. However, communication will be issued without a DIN under some exceptional cases.

Any communication issued without DIN and it isn't covered by the exceptional cases then such communication shall be considered as invalid and will be assumed to have never been issued.

The government has an aim to facilitate working together. It can be seen from its declaration to set up a common framework between the assessor and the assessee.

It can be seen that this resembles a change that will prevent unnecessary harassment and 'frauds' for the sake of tax collection done by the tax officials, at least, on the document's front.
